Meet Brandon Butler

Brandon Butler founded Pinnacle Strategies, LLC in June 2021, capitalizing on his extensive experience in workforce development, government relations, legislative processes, and local governance.

Butler previously served as the Deputy Assistant Secretary for Workforce Development and Adult Learning at Maryland’s Department of Labor, Licensing, and Regulation. During his tenure, he was the chief architect behind Maryland’s first State Workforce Plan under the Workforce Innovation and Opportunity Act (WIOA). He played a critical role in implementing the state’s youth apprenticeship initiative and facilitating the transition of the State Apprenticeship Agency to the workforce development division—resulting in significant growth in Maryland’s apprenticeship sponsorships. Additionally, Butler led the drafting of Maryland’s Apprenticeship Accelerator and Expansion grants, securing the third-largest award in the country.

Beyond state workforce initiatives, Butler also served as the County Administrator of Allegany County, Maryland, where he spearheaded government reorganization efforts, championed tourism-driven economic development, and created new workforce development programs. His leadership resulted in the establishment of a dedicated workforce development specialist role within county government, a summer fellowship program, and the launch of Western Maryland Works, a pioneering makerspace and training center.

Earlier in his career, Butler served for approximately seven years as Chief of Staff for the District 1 Delegation (Garrett, Allegany, and Washington Counties). While managing a full-time role, he pursued his Juris Doctor from the University of Baltimore School of Law, graduating magna cum laude. He passed the Maryland bar in 2013 and has been a licensed attorney since.
